Upcoming Events by UNAFRI in the month of April, 2010

The Secretariat is scheduled to take part in the following events for the month of April, 2010. These include:

1) VI Brazilian Congress on Alternative Sanctions:

The Director/Head of Mission UNAFRI, Dr. Masamba Sita has been invited to deliver a lecture during the Brazilian National Congress on Alternative Sanctions in Bahia- Salvador, Brazil from 7 – 9 April, 2010.

The Institute will be taking this opportunity to inform the international community on what the Secretariat considers as a major realistic and needed Penal Reform: “Towards a more community-based Criminal Justice Systems”, that takes into consideration the  socio-cultural realities of local communities in the African region.

2) UN Congress on Crime Prevention and Criminal Justice.

The Head of Mission/Director, Dr Masamba Sita will also participate in the 12th UN Congress on Crime Prevention and Criminal Justice in Salvador, Brazil from 12 – 19 April, 2010.
A number of workshops will be organized during the Congress. In one of such: Workshop 5 titled: “Strategies and best practices against over-crowding in Correctional facilities”, Dr Sita will be delivering 2 presentations.

3) 2nd African Regional Workshop on Prisons and Correctional Services

  The Research and Policy Development Advisor, Dr. Alhas Maicibi will be representing the Institute in a workshop on Prisons and Correctional Services in Sierra-Leone from 8- 10 April 2010.

The workshop will be jointly collaborated by the Sierra Leone Prisons Service; the African Correctional Services Association (ACSA); the Prisoners Rehabilitation and Welfare Action (PRAWA); and the African Security Sector Network (ASSN).
Dr Maicibi will participate in the workshop by delivering a paper titled: “Restorative Justice. A renaissance of African age-long practice for the Corrections

4) The Governing Board Meeting

he Republic of Kenya has offered during the 4th Extra-ordinary Governing Board Meeting to host the 11th Ordinary Governing Board Meeting in Nairobi, Kenya from the 27 – 28 April, 2010.

The meeting will, inter-alia, evaluates the implementation of the resolutions made during the 4th Extra-ordinary Governing Board Meeting.

It will define strategies for more visibility and support to the institute, through Member States in taking into consideration Crime Prevention in their national programmes for a sustainable and harmonious social economic development.

5)  Rate of return of UN Standard Minimum Rules on Treatment of offenders’ Questionnaire

   The Institute has started an Evaluative Study on the extend of the implementation of the UN Standard Minimum Rules on the Treatment of Offenders by African countries.

The Rules clearly spelt out the Minimum Standard treatments that offenders qualify to have. Indeed, this is in realization of the fact that though one is in conflict with the law; one is still a human being with much of one’s rights still intact.

UNAFRI is conducting this Study in order to assess the implementation of this instrument in Member States and offers them the needed technical assistance, for prisoners to get the minimum treatment they deserve.

A six paged questionnaire has been sent out to 30 randomly selected countries in the five geographical clusters of Africa; Eastern, Western, Central, Northern and Southern Africa.

It is gratifying to note that 12 countries have already filled and returned the data collection Instrument to UNAFRI.

This fast and high rate of return may not be unconnected with the efforts of UNODC and UNAFRI to find solution to difficulties in data collection in Africa. Such efforts led UNAFRI to host a UNODC Consultant in its premises for six months which culminated into an African workshop on same.

Therefore, a Crime Statistics workshop was held in Addis Ababa, Ethiopia from 8th – 13th December, 2008. At that workshop, UNAFRI through its Research and Policy Development Advisor, Dr. Alhas Maicibi presented a paper titled” Difficulties in Data Generation and use in Africa”.

Finally, UNAFRI calls on countries served with the questionnaire to kindly fill and return the Instrument as fast as possible.

UNAFRI Mandate:

The Secretariat will like to take this opportunity to inform readers of its mandate as stipulated in UNAFRI Statute and a number of UN Resolutions.

In order for UNAFRI to achieve its mandate, the Institute needs the support of Member States. Paragraph 35 of the UN General Assembly Resolution 46/152, Annex poses that “the activities of the United Nations Institutes for the Prevention of Crime and the Treatment of offenders should be supported by Member States and the United Nations, with particular attention being given to the needs of such institutes located in developing countries.

Given the important role of such institutes, their contributions to policy development and implementations, and their resource requirements, especially those of the United Nations African Institute for the Prevention of Crime and the Treatment of Offenders, should be fully integrated into the overall programme”.

UNAFRI Head of Research and Policy Department, Maicibi Alhas (PhD) has received a Fellow Award from the Uganda Society on Dec 18, 2007 during a National Conference on Uganda Society, Science and Technology for Universities and Research Institutions.
The Award is in recognition of his outstanding contribution to the world of knowledge for the development of society.
Other awardees at the event included Ham Mukasa Mulira, (PhD) Hon. Minister, Ministry of Information and Communications Technology (ICT) and Alex Tindimubona, (PhD), Chief, Science and Technology Section (STS), ICT and Science and Technology Division (ISTD), Economic Commission for Africa.

UNAFRI Director on a Consultative mission to the Governing Board Chairman

The Head of Mission, Dr. Masamba Sita, traveled on a 6-day Consultative Mission to Khartoum, Sudan from the 15 – 21 Feb.2008 to visit the Chairman of UNAFRI Governing Board, H.E. Abdal Basset Sabdrat, Hon. Minister of Justice & Attorney General, Republic of Sudan.

The Minister of State, Ministry of Justice, Wek Mamer Kuol and the UNAFRI Desk Officer in Sudan, Mr. Yassir Bashir El- Boukhari, received the Head of Mission on behalf of the Chairman.

In their discussions, salient issues concerning the activities of the Institute were discussed. Some of those issues included: the dates for the 10th Ordinary Session of the Institute’s Governing Board to be held in Khartoum, Sudan, as earlier proposed during the third Extra – Ordinary Meeting of the Governing Board held in Kampala, Uganda last year.

It was agreed that the meeting should take place from the 19 – 20 May 2008.

In addition, the Chairman signed letters of Invitation to Member States for the forthcoming meeting of the Governing Board. The Chairman has signed letters of Invitation to the remaining African countries that have not yet adhered to the UNAFRI Statue of Membership too.

Besides, as it is the practice of the Institute’s Secretariat, Letters to Member States requesting them to pay their due contribution to UNAFRI has been signed by the Chairman.

After the meeting, Dr. Masamba Sita, extended the deepest appreciation of Members of Staff of the Institute to the Sudanese government through the chairman for the warm and cordial reception accorded to him during his visit.

He also extended appreciation to the UNAFRI desk Officer in the Republic of Sudan, Mr. El- Boukhari, for all his assistance during the Head of Mission’s visit to the Republic of Sudan.

 


UNAFRI’S Financial Account Audited

A Three man Auditing Committee members have audited the Institute’s Financial Accounting book. The Auditing members who were in the UNAFRI’s secretariat for 21 days were drawn from countries of Nigeria, Rwanda and sudan.

The Auditors at work at the secretariat. Sitting with them are: Mr. John Ssali Sembuya, the Finance and Administration Officer and Ms Sarah Musoke, the Finance and Administration Assistant, both officials of UNAFRI

 

In presenting their report to the management of UNAFRI, the chairman of the Auditing team, the representative of the Republic of Rwanda, Mr. Godwin thanked the staff of UNAFRI for the warm reception, cooperation and hospitability given to them during their work at the Institute

He said, “We are so grateful for all the cooperation given to us. Most especially, it has really been a fruitful experience working with the Accounting staff of UNAFRI. The Accounting staff really did their jobs so well and even made ours very simple too”.
Speaking further, Mr. Godwin said they found no financial misappropriations in all the records submitted to them to audit.

He therefore enjoined the Institute to keep up the good work it is doing in the continent.
Receiving the financial Report, the Head of Mission UNAFRI, Dr. Masamba Sita expressed his deepest and sincere appreciation to the team for coming to the Institute and audit its accounts.

He said the Institute would always make sure to keep a transparent and accountable policy in all its dealings.Dr Sita concluded by wishing them a safe journey back to their respective countries.
